Tony Rodriguez, who was the first person to reach the accident scene, saw his partner Rudy Washington pulling Ruggs from the wreckage of Ruggs' Corvette. He told reporters "We went up to her, and I said to stay put but she had already started the process of removing Ruggs." Rodriguez, along with his 47-year-old passenger Johnny Ellis, ran over the Tintor's vehicle, after checking that the couple were okay. The duo smashed the two windows on the front, and tried to get Tintor out of the car, but it was engulfed in flames shortly afterward. Rodriguez said that Tintor the dog who was within the car at the time of this incident, was alive. "I attempted to drag her but it was jammed," he added. As the vehicle was consumed by flames Rodriguez stated that he and Ellis could not do anything more for Tintor and her dog who was also in the vehicle. "I feel like I failed." LA Police claim Ruggs was driving at 156mph before slowing down to 127mph, when he crashed Tina's car. The blood alcohol levels of Ruggs was more than two times the Nevada legally allowed limit.
